ChatGPT Ads: How They Work, What They Cost and How to Buy Them

The ChatGPT Ads Manager is now open to companies based in 56 countries, including Estonia, the UK and most of Europe. Where the ads appear, who sees them, how targeting works without keywords, what the minimum budget is, how far you can trust the measurement, and where the channel sits next to Google Ads and Meta.

ChatGPT Ads: How They Work, What They Cost and How to Buy Them

ChatGPT ads are paid placements that appear below a ChatGPT answer, labeled “Sponsored” and visually separated from the response. OpenAI began testing them in the US on 9 February 2026. On 19 September 2026, the day we wrote this guide, the self-serve Ads Manager was open to companies based in 56 countries, Estonia, the UK and most of Europe among them. It has stopped being a topic for trend decks. It is a channel you can put budget into this week.

In Google Ads you bid on a keyword. In Meta you bid on an audience. Here you bid on the context of a conversation. Someone types “what can we do in Tallinn this weekend with two kids”, the assistant answers, and a relevant ad card shows up underneath. There is no keyword list and no interest picker. About half of the reflexes you have built over the years do not apply, so it is worth learning the channel from the ground up.

The scale is not small. On 31 August 2026 OpenAI shared three numbers: more than 1 billion weekly active users, a 1 billion dollar annualized ad revenue run rate reached in under 200 days, and tens of thousands of advertisers. Digiday added the right caveat: a run rate is one month of revenue multiplied by twelve, not a billion dollars in the bank. Less than seven months in, it is still a long way past the experiment stage.

Status on 19 September 2026

Only adult users on the Free and Go plans see ads; Plus, Pro, Business, Enterprise and Edu accounts do not. You can buy on CPM, CPC or conversion-optimized bidding. The minimum daily budget is 15 EUR or 25 USD, with no spend commitment. The product is still in beta and the rules change often; every fact in this guide comes from an official OpenAI page or a named press source.

A new ad platform is the visible part. Underneath it is a bigger shift: the way people look for information and make decisions is changing, and the points where a brand meets them are changing with it. At POI369 we are not watching that from the outside; we offer ads management and consulting that treats Google Ads, Meta Ads and ChatGPT ads as one system. Where do ChatGPT ads appear, and who sees them?

OpenAI's Help Center is specific: ads can appear below the end of a response, they are clearly labeled as sponsored, and they are visually separated from ChatGPT's answer. A standard ad unit has six parts: advertiser name, favicon, title, description, image and landing page. One answer can carry a single card or cards from several advertisers.

Not everyone sees them. Every paid subscriber above Go is out of reach. OpenAI does not show ads to accounts where the user says, or the system predicts, that they are under 18. Temporary Chats have no ads, and neither does the Atlas browser during the test. A Free user can switch to an “Ads-Free” mode in exchange for lower usage limits; Go subscribers do not get that option.

Sensitive topics are handled separately. Ads are not eligible to appear next to conversations about personal health, mental health or politics. One detail is worth knowing: in version 1.1 of its ad policies, dated April 2026, OpenAI stopped blocking medical, legal and financial advice contexts categorically by default. Sensitive conversations remain closed, but the line is thinner than it was on day one.

Do ads influence ChatGPT's answers?

The second of the five principles OpenAI published on 16 January 2026 answers this directly: ads do not influence the answers ChatGPT gives, answers are optimized for what is most helpful to the user, and ads are always separate and clearly labeled. Advertisers never receive chats, chat history, memories, names, emails, precise location or IP addresses. What they get is aggregated performance data: how many views, how many clicks.

The practical consequence matters. You cannot pay to be the brand ChatGPT recommends inside the answer. That is still organic visibility, which is GEO. An ad rents the space below the answer. They are different muscles. A brand that only advertises is absent from the answer, and a brand that only does GEO watches a competitor's card sit under its own name. How did we get here?

  1. 16 January 2026: OpenAI publishes its approach to advertising and five principles, and launches the 8 dollar Go plan in the US.
  2. 9 February 2026: Testing begins in the US with logged-in adult users on the Free and Go plans.
  3. 26 March 2026: Pilots announced for Canada, Australia and New Zealand.
  4. 5 May 2026: Self-serve Ads Manager beta, CPC bidding, the Pixel and the Conversions API arrive. Agency partners named: Dentsu, Omnicom, Publicis and WPP. Technology partners: Adobe, Criteo, Kargo, Pacvue and StackAdapt.
  5. 11 August 2026: Live in the United Kingdom, Mexico, Brazil, Japan and South Korea.
  6. 18 to 31 August 2026: 31 European countries announced. According to Digiday, ads began serving on 24 August; self-serve access opened on 31 August.
  7. September 2026: With India, the Middle East and North Africa added, the official availability table reaches 56 countries.

Which ad formats exist?

The format open to everyone today is the standard card described above. Retailers have a second route: product feed campaigns. You upload your catalog to Ads Manager and the system builds cards with the product image, title, star rating, price and sale price. OpenAI describes these as “among the strongest-performing ads in our program to date”. During the beta, feed products are used in ads only and do not enter organic conversation answers.

The third format is still behind closed doors: Sponsored Agents, where a user chats with an AI representative of a business inside ChatGPT. OpenAI calls it a limited alpha test with selected advertisers and is not accepting early access requests. It looks like the concrete form of the idea announced on day one, that you might see an ad and ask it the questions you need to make a purchase decision.

How does targeting work without keywords?

When the system decides which ad to show, it weighs several signals: the context and intent of the current conversation, the ad's landing page, title and copy, the context hints the advertiser wrote, and the targeting selections. If the user has left ad personalization on, past chats, memory and earlier ad interactions come into play as well.

Context hints are what replaces the keyword. You describe, in plain sentences, the situations where your offer is relevant. OpenAI's warning is clear: they are not exact-match keywords or targeting rules, and they do not guarantee delivery for particular conversations. For anyone coming from Google Ads this is the hardest part to get used to, because you cannot say “show me on this query”. You say “I am useful to someone with this need” and the system decides the rest.

The controls you do have: location down to country, region, city and postal code; platform (iOS app, Android app, desktop and mobile web); and custom audiences built from your own customer list. A custom audience needs at least 25,000 matched users, and OpenAI recommends 100,000 or more. The official pages say nothing about demographic, interest or lookalike targeting.

A separate note for Europe

Personalized ads are not initially available in the European Economic Area or Switzerland, and OpenAI advises against custom audiences for campaigns targeting the region. If you sell into Europe, your campaign runs on context alone: the topic of the conversation, language and general location.

There is one technical condition that gets missed. Your landing page must not block OpenAI's OAI-AdsBot and OAI-SearchBot crawlers. If your CDN has a “block AI bots” preset switched on, the ad stalls at review. The same setting also shuts off your organic visibility, so one check fixes two problems.

What do ChatGPT ads cost?

There are three buying models: views (CPM), clicks (CPC) and conversion-optimized bidding (oCPC or oCPM). Even with the last one you do not pay per conversion; the system leans toward impressions likely to convert and still bills on clicks or views. The auction is relevance-weighted and second-price. OpenAI's official guidance is to start CPC campaigns with a maximum bid of 3 to 5 dollars per click.

The minimum daily budget depends on billing currency: 15 EUR, 15 GBP or 25 USD. There is no total spend commitment. New self-serve accounts can initially advertise only in their home country until identity verification and a spend requirement are met, which matters if you are an Estonian company planning to target Germany or the UK from the first day.

It took six months to get down to this level. Digiday reported that the pilot started with minimum commitments of 200,000 to 250,000 dollars, cut to 50,000 in early April and later dropped altogether. The 60 dollar launch CPM had fallen to as low as 25 dollars by mid-April. On the day we wrote this, ads.openai.com was offering new advertisers 500 dollars of credit after spending 500; it is a promotion and may be gone by the time you read this.

Measurement: what you can see and what you cannot

The setup will feel familiar from Meta: the OpenAI Pixel in the browser and the Conversions API on the server. Run them together with a shared event ID and duplicates are removed. Each click appends a reference called oppref to the landing page URL, and the Pixel stores it in a first-party cookie. UTM parameters are supported and persist on click, so you can follow the traffic in GA4 too.

Reports show impressions, clicks, spend, CTR, average CPC and CPM, conversions, order revenue and ROAS, with breakdowns by device, country and platform. Attribution is last-touch: you choose a 7, 14 or 30 day click window and a 0 or 1 day view window. Attributed conversions take 24 to 48 hours to land in reporting.

What you cannot see is which conversation your ad appeared under. There is no user-level or conversation-level data and nothing like a search terms report. OpenAI also says in its own FAQ that it does not yet have performance benchmarks across advertisers, industries or campaign types. Informing users and collecting consent before you send conversion data is the advertiser's duty; under GDPR that means adding the OpenAI Pixel to your consent flow alongside the tags already in it.

For independent measurement, OpenAI lists Fospha, Hightouch, LiveRamp, Singular and Triple Whale as partners, and AppsFlyer, Adjust and Branch on the mobile app side.

Can you advertise from Estonia, the EU and the UK?

Yes. On 19 September 2026 OpenAI's official Ads Manager availability table listed 56 countries as “Available”, including Estonia, Latvia, Lithuania, Finland, Sweden, Germany, France, the Netherlands, the United Kingdom, Turkey and the United Arab Emirates. The rule: the legal entity that advertises and is billed must be based in one of the listed countries. An Estonian OÜ qualifies.

One distinction is worth keeping straight. The table says where an advertiser can be based, not where ads are shown to users. For Europe both sides are documented: OpenAI announced the expansion to 31 European countries on 18 August 2026 and, according to Digiday, ads began serving on 24 August. For some of the newest entries, Turkey among them, we found no separate OpenAI statement on serving to local users; the Turkish tech magazine LOG reported on 18 September 2026 that ads had been switched on there.

Advertisers outside the US face sector limits that are worth knowing before you plan a campaign. OpenAI's ad policies say ads for financial services and for health services outside the US are generally prohibited, and ads for legal services outside the US are currently prohibited. Political advertising, dating and adult content, alcohol and tobacco are not accepted anywhere. Gambling is disallowed too, with one exception: casino resorts, when gambling is not the focus of the ad.

Regulation in Europe is moving. The European Commission has designated ChatGPT a very large online search engine under the Digital Services Act, with until January 2027 to meet the additional obligations. According to The Next Web, one of those is a public ad repository showing the content of each ad, who paid for it and the targeting parameters. That will be a place to see what your competitors run in ChatGPT.

What do the first results say?

OpenAI has shared two figures: an ecommerce advertiser reached a 3x return on ad spend over 28 days, and a technology partner reported that more than 80 percent of ad-driven ChatGPT traffic came from new customers. Both are unnamed and come without methodology. Read them as direction, not as benchmarks.

Independent data is more cautious. Search Engine Journal wrote that advertisers in the early pilot reported click-through rates around 0.91 percent. SE Ranking published its own campaign: more than 97,000 impressions, 1,263 clicks, a 1.30 percent CTR and very few sign-ups over two weeks. Their explanation captures the main limit of the channel: ads reach only Free and Go users, and the more someone looks like an ideal B2B customer, the more likely they are on a paid, ad-free plan.

In the same team's July 2026 study of 50,006 commercial US prompts, ads appeared on 25.94 percent of prompts and 14.35 percent of the ads were off-topic. On trust, an Ipsos survey from February 2026 found that 63 percent of 1,085 US adults said ads in AI search results would reduce their trust in the results. OpenAI, for its part, said in March 2026 that it saw no impact on consumer trust metrics and low ad dismissal rates. The two do not cancel out; one is what people say, the other is what they do.

ChatGPT Ads vs Google Ads vs Meta Ads

At POI369 we never build an ad strategy from the question “which platform should we advertise on?”. The real question is where the buyer is in the journey and where we need to reach them.

The three channels catch three different moments. On Google the user has already compressed what they want into a few words. On Meta they are not looking for anything and you interrupt them. In ChatGPT they explain their problem in paragraphs, compare options and try to decide. The table below sums up the differences we look at when planning a budget.

What the table shows is that no channel replaces another. The logic from our SEO vs Google Ads guide holds here too: channels work in sequence and feed each other. Someone may see your brand for the first time on Instagram. Later they look you up on Google. Before deciding, they ask ChatGPT about your product or your sector. Then they meet one of your ads again and become a customer. The brand's job is to be visible at the right points of that journey. Picking a few audiences in an ad panel and entering a budget is no longer enough for a good campaign. From the landing page to the creative, from bid structure to measurement, the whole system has to work together. As AI-driven platforms grow, advertising will be shaped more and more by data, content, context and user intent. That is why we do not see ads consulting as switching campaigns on and off; we look at the brand's digital growth system as a whole.

Who should start now, and who should wait?

For consumer brands whose product is the kind of thing people ask an assistant about, the picture is good: ecommerce, travel, food, subscriptions, education, local services. People really do ask ChatGPT for advice on these, and most of them are on the free plan. If your product feed is ready, the strongest format is open to you as well.

For B2B software companies whose buyer probably pays for Plus or Business, reach is narrow. That does not mean staying out. Collecting your own data with a small test budget beats waiting for someone else's case study. If you are in finance, health or legal services and based outside the US, the policy keeps you out for now.

Going early has one concrete advantage. The auction is relevance-weighted and there are far fewer advertisers than on Google. Everything you learn before competition thickens stays with you when prices rise.

What a brand should avoid is saying “let's advertise on ChatGPT” and leaving it there. You need to think about which products suit the channel, in which contexts a user will meet the brand, how the experience after the click is designed, and how results will be measured together with your other channels. What should be ready before you launch?

  1. Check robots.txt and your CDN bot settings: the landing page has to be open to OAI-AdsBot and OAI-SearchBot.
  2. Make the page about one offer and one action. A visitor from a conversation has already done the research, and dropping them on a general homepage wastes the click. Details in our high-converting landing page guide.
  3. Install the OpenAI Pixel and the Conversions API together, deduplicated by event ID and wired into your consent flow.
  4. Agree a UTM template so GA4 reads ChatGPT Ads as its own source.
  5. Write context hints in your customers' own sentences. Phrases from sales calls, support tickets and reviews are worth more here than keyword research.
  6. Prepare at least three or four variations of title, description and image. The card is small and the first sentence carries it.
  7. If you are a retailer, clean the product feed against OpenAI's schema: price, availability, image and rating fields filled in.
  8. Write down a four-week test plan: daily budget, the success metric, and the point at which you stop.

One thing we will say plainly: nobody has years of benchmark data on this channel, OpenAI included. If someone promises you a guaranteed ROAS, ask where the number comes from.
